Well, terrific. Be my guest. Outline us a reasonable plan to reduce the amount of bureaucracy in urban k-12 schools. It has to be realistic, meaning it has to show us how to get from here to there in a way that's actually doable.

I'm genuinely all ears. I've worried about this one and not been able to see a way.

Bill's answer is to abolish the teachers unions. That, of course, won't happen so it's unrealistic. And it then leaves the teachers as powerless relative to the administrative levels. Not good since the teachers are the front line of the system.

Lots of good minds have worried this one to death. Changing control of the school system in NYC to the mayor was supposed to help. I haven't seen anything that suggests it did, at least on that particular score.
