Mohan et al,
The move by Boeing may have more to do with Boeing being so far behind on filling airplane orders. The demand for airplanes has outstripped their production capacity. The out year lay offs are probably based on what happens after they get thru the current surge. In the mean time, Boeing has pulled in every able bodied man, woman, and child into their airplane production program to do what ever they can do to reduce the backlog and prevent order cancellations that wind up going to Airbus.
