At this point I am saying TCA would want to be shown proof of insurance before lending money, if only because of the hazardous business they are in. I had pictured the workers having burnt skin because their clothes caught fire. I expect there will be plenty of time to put together a plan for the future, assuming there is a future. This investigation could drag on a long time. If nothing comes of the investigation they could say slop oil typically doesn't include significant light ends but this load did. They didn't smell it because the wind was blowing it away but suddenly the wind stopped or blew it all around them and filled the building and the propane heater set it off before they could react.
