Oh my God! 24 hours without a BROC post. What is the world coming to? Re the 'server use license fee': this is a pretty common model in the CIS apps. Clients are freely distributed, and the server keeps track of concurrent users. The customer is expected to buy up to so many concurrent licenses, and the server permits that many concurrent connections, plus a few more for goodwill. The vendor monitors the concurrent usage every so often, and recommends the purchase of additional licenses when certain thresholds are exceeded. Regarding your last comment (I can freely distribute as many seats as I want and be charged only for "work", not idle seats. And the server statistics will also give me a measure of who is working in my sales force.) Surely you're kidding. Being logged (aka checking out a license) is no indication of actually working. And if a customer relies on log-in statistics to measure salesforce productivity, then I suggest the customer has missed the point of the SFA application. As, apparently, have you.
