It's not about "cutting someone's throat". If anyone's throat is getting cut, it's the government's. It's about holding a contractor to acceptable performance. If you read the piece, the contractors did sub-par work on a WARSHIP, including poor wiring that will cost the government more money in maintenance.

The contractor is generally held to correct such work to acceptable standards, at his cost. Otherwise, what is the incentive to do acceptable work? He's getting paid MORE to do a POOR job!

Maybe the Feds do things in their own bizarre fashion, but as a taxpayer I'm appalled.
