accountability is not so simple

Especially when the contractor is doing things he's never done before, that the government specified when/where/how to do.

If I make shoes for a living, I know how to make shoes to wear on Earth.

If the government asks me to make shoes to wear on Mars, then both parties take the risk that it won't work exactly right when someone actually tries walking on Mars.

That's just one example of how different it can be. And it really is a lot different. There are not many shipyards left, not many airplane manufacturers left, etc. Maintaining relationships is important in any business.
