In some places that's not as effective as you might think. S. CA in the early 90's there was a drought and water rationing was imposed. The authorities did exactly what you suggested...when consumption reached a certain level, rates jumped....and when consumption reached another level, stiff fines were imposed. I think water consumption dropped by 20% overall.

20% sounds good to me. I guess it they didn't try to play politics with gradually increasing rates and charged the highest rate for the first galon, the success would have been a higher.
