Stupidest question of the week -

Given that GX has announced that their network is complete - what is the remaining capex for? My uneducated mind would think that this money would be going to light additional fiber along existing routes. If this is the case, couldn't GX decide to slow down their capex and become fcf positive sooner vs. later?
