I've read that, as you point out, some operators are wary of partnering with Nokia for wireless services for the reasons you mention; however, they say that they are also afraid not to go along with Nokia because of Nokia's unrivaled brand relationship with the consumer. For carriers not to align themselves with Nokia on the services side while their competitors are and consumers are clamoring for Nokia services, more Nokia, would probably be the less attractive alternative. To support my point, note that Nokia already has over 50 carriers signed up for Club Nokia, some grudgingly but afraid of the consequences for not doing so.
