Definitely. The restrictions for immigrants create some bizarre situations. In my newspaper there was an article today on the troubles of home nursing.

Already now there's a severe lack of homecare nurses so that many patients who aren't sick enough for being hospitalized lack care at home. Relatives of the patients would like to hire women from eastern Europe but the bureaucracy is too cumbersome to arrange an official work permit. As a result many foreign nurses work illegally. The behavior of authorities? Frequent raids and expulsions of these "angels".
