kholt, It seems like, if anyone is trying to get nuclear materials, and have the money, they can surely get it. The only difference that I meant, was that the Soviets had a lot to lose, and the terrorists do not. The terrorists are more unstable than the Soviets were. That could have, easily, changed to an upgrade in danger, but it didn't. If we can kill the right people, the terrorist can be defused too.
