A recent study (published July 11th, 2001) by MSDW details the criteria (according to their surveyed respondants) for choosing a network service provider:

1) Quality of Service
2) Price
3) Network Breadth
4T) Deployment Time
4T) Technology
4T) Products & Services
5) Balance Sheet Strength
6) Years in Service

This should help with many of the questions I have seen flitting around these last few days.
