reply to Patricia a little while ago.
When done right, it doesn't have to connote corporate welfare.
In this case,local community conducted cost/benefit analysis. Calculated at what point the commerce and revenues would be offset by burdens to infrastructure.
Intel will have to pay the county $1,000. per year for each employee over the limit.

Re Dell in Nashville - I saw Nashville environs in a state of boom and sprawl when I was working in Franklin last year. (june '98)

My biggest concern would be that a community is prepared for the day when the business cycle hits a downturn. They don't want a Detroit a-la 1980.
