The individuals who controlled the power in the Soviet Union would not attack the US with nukes as they knew for a fact the individuals who controlled nukes in the US would instantly retaliate and fry the Soviet Union. In addition they knew the actual operating tech of the Soviet Union was not really known. The leaders of the Soviet Union also knew that their technologist who were given stolen US tech sucked at duplicating it. Manufacturing technology for production of technology is a whole other can of worms. Mental case Islamics do not comprehend the concept of retaliation. Now a dirty bomb will very very likely only kill with the mechanical shock of the original blast. After that it is some degree an effective area denial weapon. It creates lots emotional fear of unknown threat, but create very little in real physical threats. It creates lots of emotion fear as almost all don't have a clue in understanding the actual threats. Chemical and biological weapons could likely kill more on activation, but are only short term in area denial.
