I have to disagree with you about it not being clear what was happening before 1993. It was very clear and the response of the Bush Administration was also very clear: regrettable but not of strategic interest.

It is the reason that I did not vote for George HW Bush in 1992.

That said, you are correct that the worst atrocities happened on Clinton's watch while the UN was supposedly guaranteeing the safety of the inhabitants.
