Iraqi Constitution Goes to National Assembly

Iraqi negotiators met the deadline to transmit their draft constitution to the National Assembly today--sort of. The Associated Press reports that two major issues remain unresolved, and will be addressed by the Assembly: women's rights and the degree of autonomy to be permitted the Kurds.

My guess is that negotiations will continue on these issues until the last possible minute, but that a deal will be struck on a constitution that all three major segments of the Iraqi population can support. If negotiations founder, there is some risk that the country could begin to splinter geographically. That risk is remote, I think, but it will be a big relief when the constitution has not only been negotiated, but approved by the voters.
