How many youth in Texas are serving time for far less serious offenses than W committed in his adulthood?

That's a hard question to answer. The most serious known crime that GW committed in his adulthood is drunk
driving. I would guess that not to many people are in Texas prisons for their first offense of drunk driving. There might be some in for drunk driving but most of them probably either have a lot of offenses and/or killed or severely injured someone while driving drunk. Of course you didn't ask about know offenses, you where wondering about all offenses he committed, but I can only answer about things that I have knowledge about. If he committed any more serious crime then he got away with it. If you have evidence of it and it is not past the statute of limitations maybe you should give it to the proper authorities so they can investigate.
