The whole Pal structure now is composed of little armed gangs controlling each urban area. They only cooperate when they get paid off.

Daoud Kuttab's article implied (to me anyway) that they are panic-stricken at the thought of internecine fighting breaking out, which it could any minute. So that's why I think they will start up Intifada III, even though they know it's not going to work and will bring harsh Israeli reprisals. They just don't know what else to do.
