WESTLAKE VILLAGE, Calif.--(BUSINESS WIRE)--Feb. 23, 1999--Franklin
Telecom (OTC BB:FTEL) announced today that USATalks.Com has placed an
additional order for $3.75 million in Tempest DVG(R) Systems. The San
Diego-based company is continuing their network expansion at a rapid

The Tempest System, a family of products based around the Tempest Data
Voice Gateway, facilitates calls from any telephone to any telephone,
utilizing packet technology over an Internet or intranet connection.

Peter Buswell, Franklin Telecom's President & COO stated, "Our
installation of USATalk's California network is up and running. The
installation process has been exceeding our expectations. This new order
will continue to expand their national network."

"We are pursuing an aggressive schedule of manufacturing and shipping
consistent with our customer's goals," Buswell continued. "Fortunately,
during recent months we have built the necessary infrastructure of
dedicated personnel and facilities to make this possible."

The $3,750,000 order is exclusively for Franklin Tempest hardware.
Additional orders will be forthcoming for the ancillary equipment
required for installation. As part of the expanding USATalks network,
the new installations will also be maintained by Franklin's subsidiary,
FNet Corp., as part of its turn-key service operations.

The primary business of Franklin Telecom, founded in 1981, is the design
and manufacturing of communications devices, high speed LAN, WAN, Telco
and software. Franklin customers have installed over 100,000 nodes
worldwide. Franklin's Internet subsidiary FNet provides Voice over
