if they mean ONE ontime charge of $100 per rider that doesn't seem bad to me, considering it costs about $6 for a commute for me on BART and $125. for a month caltrain pass. Just raise the fees by 20% or something for 3 years and you will recover that cost. But I don't think $100 per rider for construction will do it, that seems too low.

My point is really just that if you want every transportation system to pay for itself, ok shut down all the roads and charge the ACTUAL cost of road construction and maintenance to each driver. So say 101 from Palo Alto to San Jose is $4, charge it. If you are in support of that policy then by all means evaluate every transportation program on whether it is self funding.

My guess is road maintenance is more expensive than many of these trans projects, after all how long has that construction been going on on 101 near Shoreline now? 2+ years? Just to build an overpass?

I don't drive 101 anymore so I would love it if guys like you footed the ENTIRE bill. 101 and roads down that way aren't my problem, maybe santa clara residents should manage their own transportation costs? That might be good, I would pay much less then. Cisco's location is your problem not mine.
