It is the elimination of the overhead and sys admin of functions that are not needed.
This is something that has been going on for a long time. One of the nice things about Unix, especially in the old days, is the ability to tailor a kernel to do a specific set of things well, and eliminate whatever you don't need. I have done this many times for a variety of systems. It's also the approach that MSFT is taking for Embedded NT. The design goals of these kinds of systems are well known, and all of the big boys have been working towards this for several years in one way or another. Many 'appliance' products will hit the market in early '99.

The key to Oracle's product will be how good a job they do, and if they can maintain an edge. There is really no 'barrier to entry' in the product category, so it will be excellence of execution which determines if they can create and maintain a market lead with these products.
