So far BUSH is 0 for 3 in the MiddleEast.
First, the Palestinians refuse have a cease fire.
Second, the Israeli's decide that they have the same moral right to fight their war on terror as the US has in fighting it's war on terror.
Third, the Arab league, says that Palestinians have the "The Arab foreign ministers said that what Bush considers terrorism is justified resistance against an occupying army.

"The continuation of the Israeli occupation necessitates the continuation of the resistance as a legitimate, expected and necessary reaction," the ministers' statement said." (This according to the Washington Post)

Given this trio of early responces, I believe that Mr. Powell is facing an uphill battle. If, the Arab ministers are correct about Bush's definition of terror, then why is Hamas, Islamic Jihad, and Al-Aqsa on our terror list? If they are incorrect, why can't they even listen, I don't mean agree, but listen!!!
