Some believe in the axiom, An ouch of prevention is worth a pound of cure. My life experience gives me a perspective that the efforts of the Military in Iraq is a good mix of prevention and cure. As to metrics, All metrics in cases of changing the future are simply individuals making guesses as to how to effect outcomes. What is the dollar value of security? I do believe the pressure of hunting down terrorist in their territory sucks their resources down. Mounting an attack against America requires the maximum of resources by terrorists. There are millions and millions of soft targets in America. They all cannot be defended. So far not a single attack has occurred. As to knowing the answers.... I know the answer that counts. Look and verify you have decent honest men in charge and they very very likely will make honest decisions based upon their best honest assessment. I believe the President and his team are gifted honest men who have made what they believed to be the best decisions to keep America safe. Have they made perfect decisions, I've seen none that could not rationally be called quite good based upon what was known when the decisions were made.
