Tobacco Issue: tobacco companies oppose new excise tax, and punitive regulations included in latest tobacco bill proposed by Senator McCain; because tobacco companies feel that new legislation initiative counters 1997 settlement proposal between the industry and state attorneys general, it plans to drop out of deal; the 1997 settlement proposal would have required the tobacco industry to pay as much as $368 bln; new legislation would require cigarette companies to pay more than $500 bln; Congress and President Clinton are said to proceed with legislation with or without cooperation from the tobacco industry.
