Actually, I think that the picture is even worse than portrayed in the article. Consider: There are segments of our population that are not eligible to vote, particularly the <18 crowd and the immigrants (non-citizen). Of those eligible to vote, only ~75% actually register to vote. So essentially only 60% of our population may go to the polling booths. Since less than 50% of this population actually votes, our fate lies in the 30% of the population that do vote.

Scary isn't it?
