If you're referring to the resources measured by the resource meter, the little green 'beaker' in SysTray, adding more memory won't help.
Windows 98, its ancestors and prodigy, have a built-in chunk of memory devoted to special uses which cannot be expanded. When this memory fills, that's it, and your system chokes. To assist users in blaming themselves instead of Microsoft, a meter is made available to monitor the situation, so that the user can take action, such as closing windows, whenever the resources run low. Sorta like a car company making a leaky engine and putting a big gauge on the dash warning of low oil: Running out becomes your fault.
However, adding 128 meg for $71 should give you the satisfaction of getting a really good deal.
I believe Win NT and 2000 have corrected this defect, and hence, do not run out of resources. But double check this with NT and 2000 users first. Be especially sure before you upgrade that the software you must run will work with your new OS.
As far as I know, nothing in CPU architecture has any effect on these resources.
