Transocean's chief mechanic of the Deepwater Horizon, Douglas Brown, might indeed be hard-pressed to maintain an aging drilling rig in war-time conditions. And he shouldn't have to.

Chevron certainly doesn't expect any of their employees to carry on Chevron's business in war-time conditions.

Terrible mistakes are made by officers under wartime conditions, there's horrible waste, and decisions made which are clearly senseless due to lack of time to make better decisions - as anyone with military experience will attest to. The military does the best it can under very adverse conditions.

There's no reason to try to recreate war-time conditions in the American workplace. It would be inefficient and pointless.
