SuperMan,

Market Makers are retailers just like your corner store. They have to maintain inventory and will cover any short sale to you by buying at the inside spread. Even when brokerages are acting as market makers, they operate as a profit centre.

Now the brokerages that own/control many of the market makers ... that's another story.
