That is precisely the reason I framed it the way I did... Educated doesn't mean degreed. It means just what it says. Literacy tests for voting are discriminatory IF you know that certain segments of the population can't read. They aren't when EVERYONE in all segments of your population can read. So we got rid of the literacy tests, or did we?!! Go back to your numbers and correct by literacy. You find that what I'm talking about is true. Ignorance is the enemy of freedom. Be careful of wanting "popular" leaders when people are desperately poor and uneducated.
