Elroy do you like films and books about political crisis?

There is scene in one fo them that explains what happens today.

Dylan baker as Secretary of Defense "... this is a language. a new vocabulary the likes the world has never seen..." (starts at 3:20) youtube.com
Thirteen Days about JFK and his cabinet during the Cuban Missiles Crisis

Today when we see governments' acts (in democratic open societies) in real time as a reality show, ordinary people do not understand what is going on and misinterprete and form the wrong opinions

Governments of nations establish positions, and based on such positions they seat and negotiate.

It means: before I negotiate, I state my intentions. But should push come to shove, there will be consequences.

That language, as part of the nations' strategy, has a start and can escalate from there until people agree to seat and talk.

How can we explain games nations play to the ordinary people? They can't understand the language like the admiral in that scene in the film.
