But the EPA was created in 1970. For all it's warts, there has been a lot cleaned up because of it. I remember as a kid, having to drive with lights on because the smoke from the refineries was so thick. Women would get their pantyhose eaten off of them when the humidity was high because of sulfur oxides in te air. They once seined a 10 mile stretch of the Neches River and came up with 1 carp and 1 gar, and the carp was dead. I won't even go into the population studies that we did in the marshes and what you could construe from the population distributions. All of that has changed. Water quality improved a lot since those days. And then Dubya de-funded water quality testing because some of his buds that owned refineries were under pressure for dumping...
