The Times would have published no matter who was president. There are many many instances, however, when the Times and any number of other newspapers have withheld information at the request of the government -- most famously with the Bay of Pigs invasion. In those instances, the government has made its case and the editors agreed. Interestingly, in the wake of the Bay of Pigs fiasco, Kennedy said, ruefully, that he wished the Times had gone ahead and published......
