Psst, Terry: The United States was governed by the Continental Congress and operated under the Articles of Confederation until 1789. That was the period in which there was virtually no national government. The Articles of Confederation were replaced by the Constitution in 1789. The Bill of Rights were appended to the Constitution at the insistence of the "Anti-Federalists", who really didn't want a strong central government at all. They feared that a central government could be seized by an executive who would decide to be king, and who would use a "standing army" to effect this take-over. This is why you find the ability of Congress to raise armies limited to two years. And, considering that it was the Anti-Federalists who insisted on the 2nd Amendment, I think their motivation isn't hard to guess.
