Grant,
There is an other way the NWT government could get roads and port facilities built...just bring in an arbitrary "infrastructure tax", which would apply to existing mines like Ekati(as far as I know, there are no tax agreements), thereby taxing away 100% of free cash flow until roads and ports are paid for....the benefits would be huge because the money could be funneled through native corporations:-)
