Global Telephone Communication Inc. Announces That Vice-Chairman Charles M.H. Shiu Will Evaluate GPS System

SAN DIEGO--(BUSINESS WIRE)--April 6, 1999--Global Telephone Communication Inc. (OTC Bulletin Board: GTCI - news) today announced that Charles M.H. Shiu, the Vice-Chairman of Power Pacific Corporation Limited, a subsidiary of Power Corporation of Canada, has been retained as a special advisor by GTCI, and will be evaluating GTCI's proposed GPS system before its implementation in China. Mr. Shiu, with his capable credentials in the field of research, and informed understanding of technology in the Chinese market, will act as the Chief System Analyst for the forthcoming GPS system. This will ensure that the performance of GTCI's GPS technology in China will be of the highest caliber.

Over the last two decades, Mr. Shiu, now a permanent resident of China and a pioneer of Canada-China trade, has worked in the European, Middle East, Asia Pacific and North American Markets on strategic alliances, joint ventures, and investments, including completion of many projects in the Greater China area. From his start with Power Pacific Corporation Limited in 1994, Mr. Shiu has been involved in infrastructure project development and investments in the Asia-Pacific. Recently his focus has expanded to include the development of transportation, mining, telecommunications, highway, real estate, and other associated industries in China.

Prior to his involvement with Power Pacific, Mr. Shiu acted as Vice-President of Nortel (Northern Telecom), a dominant telecommunications supplier world-wide. His rise in Nortel has given Mr. Shiu an intimate association with the telecommunications market in China. This along with a career spanning engineering, research and development, product management, marketing, and strategic development, has provided him with extensive experience in high technology industries. Mr. Shiu's strong knowledge base, well-illustrated by distinction from The Toronto Chinese Business Association as 1990's Business Man of the Year, coupled with his solid relationship with China, definitively makes Mr. Shiu an invaluable partner in GTCI's GPS expansion into China.

In addition, Global Telecommunication Communication Ltd. has entered into negotiations with a Chinese Consortium to jointly implement Global Positioning System (GPS) technology in China. The Joint venture is expected to have an exclusive agreement with the governmental agent to construct GPS and the Trunking Mobile Communication Integrated System in Beijing, the capital city of the People's Republic of China, and then expand to include nationwide coverage over time.
