HPilot, True, but for those two years Obama had more than 50 seats, meaning the Republicans did not have the 60 votes to stop a bill.


But, it only takes a minority of 41 votes to stop any vote passage in the Senate preventing the majority from passing any vote in the Senate. That is why any vote in the Senate can be controlled by the minority party and bills are stopped from passage.

The House in the other chamber only has to have a simple majority for passage. Therefore, unless the Republican would gain the majority in the House and the Senate with a simple majority and the Presidency, they would still have to pick up 60 votes to overcome the minority party in the Senate. Therefore, it is a false assumption to say that the Democrats control two of the branches of government - the Senate and the Presidency. The Republicans with the minority can control the Senate with an minority which prevents the Democrats from obtaining the 60 votes for Senate passage of Bills.
