The Sec of Treasury Bessent explained that the U.S. will take the foreign exchange reserves other countries have invested in the US and make them invest in productive capacity in the United States.

Sec. Bessent says these countries accumulated these surpluses offshore will be directed by the US government to invest in factories (microchips, pharmaceuticals, defense technology, steel and so forth) in the United States.
