Your info on Sunday is that the "enemy" is still a few hills away, to arrive on Monday. You know it's a Cat 5 enemy against your Cat 3 defenses. But you keep your buses grounded instead of getting them out on Sunday to move personnel to a better vantage point? That doesn't sound like a "contingency plan gone wrong". That's a "we forgot to plan for thinking about developing a plan at all".

That mayor should be made to personally go out on body patrol; to go pick up and bodybag his "votes", disposing of them properly, of course.
