Except in this case, the first shot hadn't been fired yet. "But, as the old saying goes, when the first round is fired the plans go to hell." Your info on Sunday is that the "enemy" is still a few hills away, to arrive on Monday. You know it's a Cat 5 enemy against your Cat 3 defenses. But you keep your buses grounded instead of getting them out on Sunday to move personnel to a better vantage point? That doesn't sound like a "contingency plan gone wrong". That's a "we forgot to plan for thinking about developing a plan at all". That mayor should be made to personally go out on body patrol; to go pick up and bodybag his "votes", disposing of them properly, of course.
