Sniper Supects To Stand Trial First In Virginia

(Washington-AP, November 7, 2002) —
Washington-area sniper suspects John Allen
Muhammad and John Lee Malvo will be tried first in
Virginia, where both could face the death penalty
for "brutal, random acts of murder," Attorney
General John Ashcroft said Thursday.

Probably because in VA the suspects are more likely to face execution.

Did the various jurisdictions decide to left Ashcroft decide or is this type of thing normally a perogative of the AG?
