Lying implies a calculated tactic. I never call anyone a liar unless I can prove it. Campaigns are full of half- thought through matters, or things that will change when there is full access to data or the resources of government. As far as I can see, there is no real personal advantage in reneging on full funding, and there is political fallout. It is just not worth tying up so much money.
