There are a few variables. The new iPad didn't have the LTE that is used in China. Only in the last 2-4 weeks did Apple get approval to sell that version. Recall what happened in Australia where Apple had to stop calling it 4G because there 4G is something different. IOS 6 has some features for the China market. The availability of selecting Baidu as the search engine is not available in China until iOS 6. Apple doesn't really want to feed Google. People in China may have thought that iPad 2 is the "latest" except the gadget freak brother probably reads sites to know what really is the latest. The Proview problem surfaced in 2011 or at least by February 2012.
