But, there are some things which the Old Dominion would never agree to, e.g., incestuous marriages and bigamous marriages.

I live in your part of the world. There are bunches and bunches of immigrants hereabouts, some of them from parts of the world where incestuous marriages are common, so I assume there are at least some of them in Virginia. What do you suppose Virginia does about them? I can't imagine that it questions them if for no other reason than it doesn't have the resources. So, in effect, Virginia recognizes incestuous marriages.
