US troops in Japan and Germany WERE occupiers after the war. We're claiming that we're not occupiers in Iraq.

Also, the current troops are limited in their powers, are NOT the police force in the countries and are subject to the country's laws (at least from time to time). Bush is arguing that US troops, even those not involved in oil, should be exempt from Iraqi law.

If we're occupiers then we should admit it. If we're going to give up sovereignty in 30+ days then we should give it. If the Iraqi interim government tells us to leave, will we?
