I saw the ALA comments, but the JPC was awarded in 1996 and is based on first-gen DSLAMs, not the kind of equipment needed for what SBC's just announced.

While I believe ALA will get its share, I don't think they'll get the amount Bloomberg is quoting.

At any rate, we'll know soon enough.
