What determines the discount that might be offered? Do you know? And who will be buying? Only institutions? Or are the retail customers of the underwriters able to buy?

I don't know. I'm just giving a warning because of what happened to me with ATC Environmental.

The way I understand it is that the underwriters are responsible for placing all the shares or they have to take them themselves. To do this they'll judge demand and set the offering price accordingly. With as hot as this stock's been lately I doubt the discount would be much. As far as who gets to buy, that's up to the policy of the underwriters. Does anyone know who they are?
