I don't think there's a law against being homeless
I've heard that before. Many times.

It's the same damn excuse I hear over and over again for doing nothing. "What, you want to make it illegal to be poor? You want to make it illegal to be homeless?"

I'm pretty sure it's illegal to take over public parks, tennis courts, sidewalks, etc. and turn it into your own tent estate.

There are also reports that 90% of homeless people are using illegal drugs. Many of these homeless people also litter and shit on the streets. Should THAT be legalized?

The issue isn't lack of affordable housing.

The issue is that the left doesn't prioritize the safety of the public.

The left would rather tolerate the blight and remain in denial over how much this affects tourism, communities, and public safety.

"But but look at us! We're the 4th largest economy in the world!!!"

Take a drive through Tenderloin. Park your car there. Come back to it with the glass broken.

When that happens, even you will wonder why the richest state in the union could ever allow this.
