Ed, next you're going to say that the IMF caused the SE Asian crisis. This attitude reminds me of something someone told me one time: "Don't go to Consumer Credit Counseling even if you feel like you have financial problems. A friend of mine went thru them [got her debts consolidated through them; pmts worked out], and they ruined her credit!"

My reaction in my mind was: Excuse me? I think she ruined her own credit, otherwise she wouldn't have felt driven to seek out Consumer Credit Counseling.

ed, my comment for the night on this subject is: If the IMF's policy is "just a dose of poison", then perhaps it would be better if the SE Asian countries fixed their problems without IMF bail-out money. The choice is theirs.
