As Clinton, Ben Ami, and dozens of others have explained, anybody who negotiated with Arafat learned not to make such written offers, since Arafat always met them with more demands, never concessions. The offers to Arafat, according to Clinton, were dictated, word for word.

You know, even the Palestinians did not deny what they had been offered until months later.
