The parties are in negotiations; it's not always possible to keep negoatiations totally under wraps, and word threatens to get out, which would have a significant impact on the stock price. The responsible thing to do is what they did: start initial work under a PO, which they can announce, and announce the negotiations.

They MUST add the qualifier you think is such a problem, because when negotiations are in progress there is NEVER a guarantee of success, and if they didn't add the qualifer they'd get creamed by all the various authorities - and, if negotiations later failed, the shareholders who bought because they thought it was a done deal and lost money. This way, one can see what the exact status is. How else would you want them to act?

I'm not even a GLE shareholder at this time but that was such a *goofy* post I had to respond.

Incidentally, your English seemed much improved this posting; it was much easier to follow.
