"Go to the D3 start/setup screen and the misc. tab. Then add -framecap 50. The 50 is the number representing your cap off. You can change it but I found that 50 works for me. Try 60 or 80. Or any other number you feel will help. Not too low though... I was jerking and stuttering like a madman. Now it's smooth sailing. My sys is a 450 PII, 128MB RAM, V3 3000 overclocked to 180Mhz."

LOL!! i'll have to look into this a little bit more. the symptoms sure sound familiar! (no, not the madman part!)
